Background

 

The DGHE’s management paradigm places the promotion and maintenance of quality as the central concern of Indonesian higher education management. It is pertinent, therefore, for a university and all of its organizational units to focus on the effort of promoting the quality and maintaining it as a continuous process. It is this process that serves as the raison d’etre for the continued existence and sustainability of a university and all of the  units within the organizational structure of the university. Consequently, in formulating its  vision and mission and in drawing its strategic plan, a university unit should consider the promotion and maintenance of quality as the guiding principle.      

 

UPT. Lembaga Bahasa Vision

 

In the SWOT analysis, Lembaga Bahasa Universitas Sriwijaya (henceforth LB Unsri) as a supporting unit to its parent institution is responsible for the implementation of a centralized system of English Language Training (henceforth ELT) for non-English majors (Rector’s decree No.0577/PT11.1.1/C.6.f/1994, dated 2 February 1994). The relevant question that LB Unsri asks to formulate its institutional vision is  “What can ELT programs for non-English majors contribute to the promotion and maintenance of quality of the programs within its parent institution, Universitas Sriwijaya?” LB UNSRI, therefore, formulates its vision as follows: “A sustainable center capable of providing ELT and other language service programs effectively and efficiently.

 

Sustainability refers to a two-fold ability to maintain both financial viability and functional vitality required to warrant formal integration into the structural organization of the parent institution. Financial viability is a matter of becoming self-supporting, through the development of a range of programs, in order at least to meet the cost of maintaining and developing LB Unsri as a language training center (LTC), and ideally to make some contribution to the maintenance and development of the parent institution in the collective pursuit of a common mission, i.e., to produce high quality tertiary education. The functional vitality of LB UNSRI lies in its ability to define and fulfill functions that are relevant to that mission, and to develop similarly useful functions in relation to sibling organizations, in particular to the main structural components (Unit Utama-s: faculties and departments) of the parent institution. The effectiveness of the programs may be clearly visible in the increase of the size of population served (students and other clients), and the efficiency of the programs may be indicated by the capacity of  promoting and maintaining  quality of the services.

 

UPT. Lembaga Bahasa Mission

 

As an LTC,  LB Unsri’s missions are formulated as follows.

  1. To empower students and graduates of its parent institution through ELT and other foreign language support programs so that they are able to actualize themselves, optimize their potentials, compete in the job market, meet the globalization challenges, and grab the opportunities made available or presented by the globalization.

  2. To empower academic staff of its parent institution through ELT and other foreign language teaching services.

  3. To help its parent institution in providing foreign language services to other institutions (government and private) and the general public.”
